VAI backs Aviation Funding Solvency Act to protect FAA operations

Legislation would insulate FAA, its workforce, and US airspace from impacts of future government shutdowns.

VAI announces its support for H.R. 6086, the Aviation Funding Solvency Act, bipartisan legislation designed to protect the FAA, its workforce, and the US National Airspace System (NAS) from the impacts of government shutdowns. Introduced by House Transportation and Infrastructure Committee Chair Sam Graves (R-Mo.-06) and Ranking Member Rick Larsen (D-Wash.-02), the bipartisan bill authorizes temporary use of the Aviation Insurance Revolving Fund to fund essential FAA functions, including air traffic control operations, safety oversight, and facilities and equipment programs.

VAI supports the bill because it would provide continuity during funding lapses and reinforce safety across the NAS. Predictable funding supports workforce continuity, sustained infrastructure investment, and ongoing air traffic control modernization.

“H.R. 6086 takes a necessary step to protect aviation safety and operational continuity during a government shutdown,” says François Lassale, president and CEO of VAI. “Aviation safety professionals should never face uncertainty due to funding lapses. This legislation provides certainty for operators, workers, and the communities aviation serves every day.”

VAI notes that aviation users contribute billions of dollars each year in taxes and fees to support FAA operations. Uninterrupted delivery of these services remains essential for safety, economic activity, and public trust.

The association also highlights the bill’s focus on protecting FAA employees, including air traffic controllers, inspectors, and technicians, whose work underpins the safety and efficiency of the airspace system.

H.R. 6086 is scheduled for consideration by the House Transportation and Infrastructure Committee on Dec. 18, 2025.
