PARC working group meets in Houston Hughes Aerospace hosted the Performance Based Operations Aviation Rulemaking Committee (PARC) Navigation Working Group at the company’s offices in Houston, Texas, during the week of Mar. 2, 2026. An industry–government collaboration, the group worked on helicopter IFR criteria as well as several other projects. The PARC is an FAA entity that provides a forum for the US aviation community to discuss, prioritize, and resolve issues; provide direction for US flight operations criteria; and produce US consensus positions for global harmonization.
