Flightstar, Rainbow Helicopters join Aviation Safety Action Program

Washington DC – Jan. 29, 2026 — The Air Charter Safety Foundation (ACSF) announced today that Flightstar and Rainbow Helicopters have joined its Aviation Safety Action Program (ASAP), demonstrating a shared commitment to proactive safety management across diverse segments of business aviation.

ASAP is a voluntary, confidential safety reporting and improvement program designed to help operators identify risk, strengthen safety culture, and continuously improve operational performance. By participating in ASAP, operators gain access to structured tools and expert guidance that support open communication, data-driven decision-making, and measurable safety outcomes.

Flightstar is a full-service FBO, maintenance and charter provider and has operated from the Champaign-Urbana’s Willard Airport (KCMI) in Illinois since 1978. Serving beautiful Hawaii, Rainbow Helicopters is a premier helicopter tour operator. While they represent two very different operational environments, both organizations share a common focus: elevating safety through transparency, engagement, and continuous improvement

“While Flightstar and Rainbow Helicopters operate in very different fields, they exemplify the commitment to safety that makes ASAP so important,” said Debi Carpenter, President of ACSF. “The strength of the ASAP program comes from operators who are willing to invest in their safety culture, encourage reporting, and use real-world data to drive positive change. Their participation reinforces that safety excellence is not limited to one type of operation; it’s a shared responsibility across all of aviation.”

The ACSF ASAP program provides participating organizations with a structured framework to capture safety reports, analyze trends, and implement corrective actions before issues escalate. The program supports frontline employees and leadership alike by fostering a just culture and helping organizations move beyond compliance toward meaningful safety performance.

By joining ASAP, both Flightstar and Rainbow Helicopters join a growing community of safety-minded operators committed to advancing best practices and strengthening aviation safety industry-wide.
